If you do not believe that this was deserving of more than token punishment you are having a laugh. The effective analogy is refusing to answer a question in court or in a star chamber which is usually regarded as being contempt. For contempt you get locked up indefinitely until you purge your contempt.
It may well be the case that us stepping in is to avoid the NRL imposing something worse given that it appears that the NRL has now reached F for full regarding misconduct incidents.
