Not really, AFAIK the salary cap will be rising in scale over the next 5 years so 1 mill signings for elite players will become the norm. SBW is on 800k by all reports with the current salary cap.

The Israel Folau to the Bulldogs rumour continues to grow. He will apparently play half the season this year for 200K.

the ARU came out and said folau is contracted to them until dec 2013, so not sure how that is possible
