We should be targeting every star off contract, not actually making an offer, just letting agents know we are considering offering X amount of dollars and push all these players' prices up like everyone does to us.
if one of the changes the NRL are considering comes in, this will be a thing of the past ... although since it is a good change, i'm not holding my breath that it will be introduced.
the change they are considering FYI will be a central database (of sorts), where any offers made to the player must be entered. these offers would be visible to the clubs bidding for the player. so it would stop a player agent from telling club x that club y offered a certain value, if that club didn't make the offer ... if that makes sense
