Can someone please explain to me how during the Ben Hunt fiasco all the QLD clubs get "please explain" letters regarding making offers to a contracted player yet this is Ricky Stuart over the last week.

And now the Raiders have backtracked and come out with:
“We haven’t put another contract in front of him, but if he was to become available, we would be most definitely interested," Stuart said.
"I believe it’s up to his management and David to exercise the option – the ball is in their court in regards to that.
Really over the NRL the last week. First Annesley tries to sell the fact Fogarty was going for the ball, Abdo absolutely kooks our QCUP bid and now watching what seems to be pretty clear bias around contracts.
