According to Brandy NRL control the clock and sin bin timings, so it's purely an NRL **** up, in which case yeah it's not great but there's no way they can dock them points.
 
Manly would have been keeping track of the time the players were off, as well.

They wouldn't have just ignored it. They knew the players were coming back on early and let it happen because it gave them an advantage.

As far as I'm concerned, Manly should be docked the points for this game.

IIRC the NRL also has an interchange official and they are in control of the interchange process.

When a team has 14 players on the field, it's a **** up from the NRL official and teams are still docked points.

If you're referring to the Ben Roberts incident, I believe back then clubs controlled the interchange and timings, so it was purely on the Dogs.

This time, the player who was binned is waiting for the NRL official, whose job it is, to give them the green light to go on. I simply can't see how you can dock Manly points for an NRL stuff up. Maybe a fine, but no way they get points.

The NRL had interchange officials then. The system was brought in after the Broncos incident in 2004.
