The ref hasn’t said anything that’s the whole fucken point of this. The NRL haven’t said shit about what the ref put in the report and has just questioned the players integrity. Look you can argue about actual evidence but this trial has gone far away from what they are actually trying to achieve.

It's normal, there is 2 in the panel if a majority isn't reached it's left to the chairman for the deciding vote.
