When Lockyer made his debut in 1995 you could see straight away he had it all, the running, kicking and passing game and absolutely calm under pressure and that was his first taste of top grade. When Langer or Walters were absent, the Broncos lost absolutely nothing when the young Lockyer came in as a starter. How he handled his early years you would swear he was a seasoned player. By 1997 he was amongst the best players in the game, probably the best fullback in the game(despite being a 5/8th manufactured into a fullback).
With Milford his had 5 seasons (one with Walters and several with Langer there to learn from and he had the opportunity to work with Lockyer but knocked it back) and the problem areas still exist, plenty of halves at present have a quality running game, but they also possess more in other areas and as the go to man that makes a hell of a difference. For him to be said player he needs to develop that extra level to his game and time is running out, otherwise when it's crunch time we will continue to be found wanting.
