Here are the details off that article, it doesn't mention free agents:

* A player may sign an extension of his contract with his existing club at any time;

* A player may sign with a new club only during the final year of his contract;

* A 10 business day cooling off period will apply to all contracts; and,

* A club signing a player is prohibited from making an announcement until the cooling off period has expired.

It was preceded with this though:

I am the other way round we have plenty of impact forwards coming through, but we don't have any outside backs of the calibre and potential of Roberts.

I feel sorry for anyone having to defend on the same side of the field as milf, Roberts and Oates. What an absolute nightmare.
