The Roosters didn't re-sign Guerra and Evans so that frees up $2 million right there, Tupou re-signed but is actually paying the Roosters to play him. Tedesco signed for $100k only to play under whoever the Roosters coach is (doesn't really matter) so yeah, they have about $4.5 million left to sign a player or 89. Besides, with a flexible salary cap, Cronk should feel right at home.
I think this is correct, as there are rumours flying Angus Crighton has refused an enormous contract with Rabbits, with the Roosters believed to have offered him a larger one...

It doesn't matter if it's legal or not. The Roosters admitted that they paid Maloney while he was still at the Warriors so it would ease the burden on their cap when he finally did arrive. Nothing ever got done about it, the issue just sort of disappeared and the journos never mentioned it again. Rules don't apply to them.
