Different situation. Watmough was getting a medical retirement which means his contract would be paid out in full with the portion paid after his retirement exempt from the cap. To stop clubs abusing this, and for insurance purposes, any player seeking a medical retirement needs medical assessments to prove to the NRL's satisfaction that the player has a genuine injury and can no longer play.
Foran's getting a mutually agreed release to deal with his personal issues, so the Eels won't have to pay him a cent after the contract is terminated and no medical assessment is needed.
I don't think it's that simple though. I just remember something about Watmough having to get some clearance from a Doctor saying he could never play again.
