It was reviewable because the knock-on occurred in the play the ball prior to the ball clearing the ruck. You can certainly debate whether or not it was a 'reportable' offense, but given what we've seen over the last few months, it probably was. Let's not forget that Flegler was put on report for the shot on Radley early in the first half, and I don't think that shot even made contact with the head. If that shot is on report, a forearm to the nose probably is as well.
