Really? Why is it that hard to understand? Like in the criminal system where you can usually expect some leniency if you plead guilty for sparing people the trial and showing some form of remorse or at least understanding of your crime.

The whole early plea in league is essentially “This offence is worth 4 weeks, plead guilty and save the trial and show us you are sorry and you can have 3”

The NRL have made it crystal clear that intent does not matter a jot. That's not even an argument in defence, honestly, it should just be ignored. The rest of that statement is victim blaming. Pretty poor argument, there's surely no way he walks from that?

I'm not certain about this but from what I can understand, "intention" must come into play in the degree of "reckless." The distinctions between "careless" and "reckless" seem a bit grey to me, in that it's determined to be "reckless" if you could have reasonably foreseen the illegal action but took insufficient steps to avoid it.
Thus it would follow that a "deliberate" blow would be a higher degree of recklessness. It's still not a comfortable fit though. There should be a separate class for what is clearly a deliberately malicious act, basically assault.
