“The rule around a captain’s challenge talk about, you can challenge any decision made by the referee to stop a game,” Annesley said.
“You won’t find anywhere in black and white a specific rule that talks about can you make a challenge after time has expired... but in this particular case the referee blows a whistle after he has been told by the timekeeper time has expired, he blows the whistle to stop play.
“That is not the end of the game, that first whistle is not a full-time whistle, that was a whistle to stop play, now that becomes a stoppage.
“The challenge was mounted on the basis of the escort or the obstruction that the Cowboys believe happened in that play.
“It is an unusual situation... there are no boundaries on that other than it must be a stoppage initiated by the referee and it has to result in a structured restart.
“We are comfortable that the captain’s challenge was allowable in this circumstances, just as it would have been had the situation been reversed.”
