They probably already have come to the decision to get rid of Henry. They are just dragging it out on purpose to make it look as though they considered every option very thoroughly and came to the conclusion that this is what's best for the team and that they made the "right" choice.

I'd sound out Toovey tbh. Other than that, they'd need a coach with a name.....none of whom are available. What's Brian Smith up to these days? He's a disciplinarian which is what the Titans seem to need.

IMO, they'll dump Henry and Hayne will leave at the end of the year.
